Upcoming changes to waste services in Peel

The Region of Peel advises residents of upcoming changes to waste services in Peel.

At Peel Community Recycling Centres (CRCs):

Ending waived disposal fees for loads up to 100 kg:

  • Effective, January 4, 2021, CRCs will end the waived disposal fees for single loads (one per day) weighing 100 kgs.
  • Residents will be charged the minimum fee of $6 for the first 50 kgs.
  • All applicable loads over 50 kgs will be charged at $118 per tonne.
  • Dedicated loads of recycling, metals, electronics and appliances continue to be accepted for free.

For the safety of the community and staff, residents should expect longer than normal wait times due to physical distancing protocols at the CRCs. Residents are encouraged to check peelregion.ca/waste/communityrecyclingcentres for the most up-to-date information on operating hours and acceptable items.

At the curbside:

Winter garbage exemption period is suspended:

  • Residents are advised that the winter garbage exemption period (originally scheduled from January 25-February 5, 2021) is suspended in response to the COVID-19 pandemic, to minimize manual collection and ensure worker safety, while maintaining services for the long term.
  • Residents are reminded that:
  • Unlimited amounts of garbage will not be collected.
  • You can only place up to 2 extra bags on your garbage collection day. No garbage tags needed.
  • Additional bags beyond the 2-bag limit will not be collected, but they can be taken to any Peel CRC, where disposal fees may apply.
  • Bulky items continue to be collected at the curb on your garbage day and accepted at Peel CRCs year-round.

End of two extra garbage bags for collection:

  • As of February 8, 2021, the additional two-bag limit for excess garbage will end.
  • This means that residents will have to purchase garbage tags to dispose of excess garbage bags.
  • Residents can purchase garbage tags in advance, starting January 15 by visiting peelregion.ca/waste.
  • Residents can bring excess garbage of up to 100 kgs for free at any Community Recycling Centre until January 3, 2021.
  • Disposal fees will apply for garbage that is dropped off from January 4, 2021 onwards.
  • Excess garbage must be placed in bags. Containers or cans will not be collected.

City of Mississauga 2021-2024 Business Plan and 2021 Budget – City Portion Proposed at 1 % for Residential Property Tax

Today, City staff’s overview presentation of the proposed 2021-2024 Business Plan and 2021 Budget at Budget Committee began with an economic outlook by Andrew Grantham, Executive Director and Senior Economist, Canadian Imperial Bank of Commerce (CIBC).

Grantham stated, “Like the rest of the country, the Mississauga economy has been severely impacted by the effects of the COVID-19 pandemic. However, owing to the strong and swift support from governments and the central bank, the economy is well positioned to rebound from this crisis particularly after a vaccine becomes available.” 

2021 Tax Impact
The 2021 impact from the City’s portion on the residential tax bill is proposed at 1 per cent. On the commercial/industrial tax bill, the proposed amount is 0.6 per cent. This does not include impacts from the Region of Peel services.

“COVID-19 has shown the role of local government has never been more important,” said Paul Mitcham, City Manager and CAO. “Early on, the City took actions to mitigate the financial impact such as temporary staff layoffs, a hiring freeze, discretionary spending review and deferral of some 2020 capital projects. We greatly appreciate the $46 million allocated in August by the federal and provincial governments through the Safe Restart Agreement. Even with this funding, the City will face additional financial challenges and difficult decisions will need to be made. We will continue to seek partnerships and advocate for sustainable long-term funding from the federal and provincial governments.”

“Public health remains our first priority. In 2021, we will continue to manage the financial impacts of the pandemic and eventual recovery from it by providing necessary services that the public rely on while minimizing the property tax required,” said Gary Kent, Commissioner of Corporate Services and Chief Financial Officer. “We expect 2021 to be another tough year economically for the community and we will continue to look for new sources of funding and savings while staying true to our long-term financial plans. Through diligent monitoring and assessing future business plans and budgets, we will continue to manage the significant financial impacts we are facing from COVID-19.”

The 2021 Budget considers financial recovery strategies, outlined to Budget Committee throughout 2020, to offset budget pressures due to the pandemic. These include:

  • Return to normal fee schedule and collection as soon as possible
  • No new material service level changes in 2021
  • Reduce discretionary spending
  • Critical assessment of capital expenditures
  • Use of reserves
  • Continued collaboration with other municipalities to seek assistance from higher levels of government
  • Increase user fees

A presentation on Mississauga’s economic growth story by Bonnie Brown, Director, Economic Development, highlighted that:

“Mississauga’s strong economic fundamentals have helped us weather and respond to the pandemic. However, it is still essential that we continue to support and advocate for our hardest hit businesses. Strategic investments in our small businesses and innovation resources will be critical to the city’s long-term recovery.”

Stormwater Charge

The City’s Stormwater Program is funded by the Stormwater Charge, a dedicated source of funding separate from property taxes. The Stormwater Charge appears on the Region of Peel water bill and in 2021 the rate increase is set at 2 per cent. This means the average residence will see an increase of $2.20 or less.

Fees and Charges
The City’s Budget Committee previously considered new and increased fees and charges for 2021. This included transit fares and fees for Recreation and Parks, Forestry and Environment programs. Additional revenue of approximately $1.9 million is expected from the increases and new fees.

City’s Winter Crews Ready to Keep Mississauga Safe

While winter officially starts in December, winter weather never waits. The City’s winter crews are once again ready to respond to snowfall and help keep Mississauga safe this winter.

“While this has certainly been a challenging year, Mississauga will continue to remain resilient as winter weather nears,” said Mayor Bonnie Crombie. “As essential workers, our incredible winter crews will be ready to respond 24 hours a day, seven days a week to ensure that our roads, priority sidewalks, bike lanes, bus stops and more are safe and accessible for all those who travel to and from their destination – to keep Mississauga moving. I urge everyone to be patient and safe by giving our plows lots of space, driving to weather conditions and leaving a bit earlier when possible.”

Winter crews, along with 370 snow clearing equipment (e.g., salters, plows, loaders) will be ready to clear:

  • 5,600 lane kilometres of roads and on-street bike lanes (4,000 priority and 1,600 local)
  • 1,600 lane kilometres of priority sidewalks
  • 3,400 bus stops
  • 95 kilometres of roadside multi-use trails
  • Over 1,000 pedestrian crossings

“Safety will continue to be a priority this winter,” said Mickey Frost, Director, Works Operations and Maintenance. “We will ensure that our priority routes such as major roads, on-street bike lanes, priority sidewalks, bus stops, pedestrian crossings and designated roadside multi-use trails are cleared first to maintain accessibility and allow emergency and transit vehicles to travel. As a reminder, residential roads and priority sidewalks are not cleared to bare pavement, but are made passable and safe. As our crews clear residential roads, we also remind residents to please move parked vehicles off the street to allow plows to safely clear the street.”

Significant Weather Event

During severe winter events, the City may declare a Significant Weather Event under the Ontario Municipal Act (Regulation 239/02). This allows the City’s works operations more time to deploy winter equipment to address a significant winter storm. Service level timing starts after the declaration is lifted instead of when the snow stops.

Winter On-Street Parking Restrictions

Temporary parking permits can be suspended at any time during snow clearing operations and new ones will not be issued. On-street parking restrictions between 2 a.m. and 6 a.m. remain in effect year-round. Vehicles parked on City streets will be enforced according to the Traffic By-law and will be issued a penalty notice and be subject to towing at the owner’s expense.

Responsible Salt Use

Salt trucks are equipped with on-board technology to monitor and control salt use. Access to an advanced weather monitoring system also allows winter crews to use the appropriate amount of salt in the right place and time.

Residents can help by following manufacturer instructions, if salting on their property, by applying the right amount under the right conditions. Reporting of over-salting at bus stops can be done through the Pingstreet mobile app.

Additional Safety Tips

  • Clear walkways and driveways as soon as possible after a snowfall and offer to help older adults and people with disabilities to do the same.
  • Be patient – drive according to weather conditions and give snow plows and salt trucks lots of space as they clear the roads.
  • Be aware of your surroundings as a driver, pedestrian or cyclist.
  • Do not approach winter crews or snow clearing equipment at any time.
  • Consider wearing appropriate footwear and installing winter tires.
  • Ensure pets are brought indoors during extreme weather conditions.
