Building green to advance City’s climate change goals

By Announcement, Planning & Development, Resources

On April 17, Mississauga Council approved the City’s updated  Green Development Standards (GDS). The GDS updates include mandatory and voluntary metrics for developers to consider when designing new residential and non-residential developments, to lower greenhouse gas emissions (GHGs) and ensure new developments are more resilient, energy-efficient and sustainable. The GDS, initially developed in 2012, have been updated to include energy and resilience considerations and will help the City achieve the goals of the Climate Change Action Plan and become a net-zero community.

“Buildings in Mississauga are responsible for around 50 per cent of greenhouse gas emissions from our City. However, these emissions can be greatly reduced through better building and site design, and through the updated GDS in our Site Plan process,” said Acting Mayor Matt Mahoney. “Greener buildings not only help us tackle climate change, they also save everyone, from owners to renters, more money through energy efficiency. Our updated Green Development Standards provide clear direction to the development industry on how to design buildings that will help us achieve the objectives set out in our Climate Change Action Plan. We want to work closely with the building industry to achieve our shared goal of a greener Mississauga.”

The City conducted extensive consultation on the draft mandatory and voluntary metrics with residents, industry representatives and the development industry as part of the Green Developments Standards update. Staff also reviewed best practices from other Ontario municipalities to ensure the updated GDS aligned – an important factor for the development industry.

“Our updated GDS will help the local building industry cut down on harmful emissions and better prepare for climate change impacts, ensuring that new buildings under site plan control are better for everyone – nature, people, and our local economy,” said Andrew Whittemore, Commissioner, Planning and Building. “Mississauga is doing what we can, within our jurisdiction, to tackle climate change through better building design and operation. Small changes can make a big difference in reducing GHGs and energy use.”

Updated GDS

The updated GDS establishes a tiered structure that includes both mandatory and voluntary developer requirements. The requirements are divided into three tiers: tier one, which contains mandatory requirements, and tiers two and three, which include voluntary and higher performance standards. Over time, the initial voluntary tiers (tiers two and three) will become mandatory to achieve the goal of new near net-zero developments by 2030.

The updated GDS will take effect on March 1, 2025.

Incentives for builders

In alignment with other municipalities, the City of Mississauga will conduct a feasibility study to determine appropriate incentives, which may include financial incentives, to increase uptake of the tier two and tier three voluntary metrics and higher performance standards by the building industry.

2024 Pipeline Maintenance Activity

By Announcement, Hurontario LRT, Planning & Development, Ward 1

Trans-Northern Pipelines Inc. (TNPI) operates pipelines regulated by the Canada Energy Regulator (CER) to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. These pipelines connect refineries in Nanticoke, Ontario, and Montreal to the Greater Toronto Area (GTA), with lateral pipelines to Ottawa as well as to Pearson International Airport and Pierre-Elliot Trudeau International Airport. We are committed to operating in a safe and environmentally responsible manner to protect the public, the environment, and the pipelines.

This letter is being delivered to you because our pipelines are in proximity to your home or business and we would like to advise you of some upcoming work on these pipelines.

Metrolinx is currently building an 18-kilometer light rail transit (LRT) line along the surface of Hurontario Street, between the cities of Mississauga and Brampton. The Hazel McCallion LRT Project will cross two TNPI 273.1 mm and 508 mm (NPS 10 and NPS 20) pipelines at the intersection of Hurontario Street and North Service Road/Harborn Road (refer to attached figure).

In support of Metrolinx’s Hazel McCallion LRT project, there will be some maintenance activities involving the TNPI pipelines in your area. Maintenance activities on the NPS 10 pipeline are expected to be completed in two phases:
• Phase 1 will commence on or around March 18, 2024, to access and assess the pipeline prior to extending the protective casing surrounding the pipeline, taking approximately one week to complete.
• Phase 2 will include construction work for the casing extension and is expected to commence in July 2024. This activity is anticipated to be completed within two weeks.

The maintenance work associated to the NPS 10 will be conducted on the southwest corner of Hurontario Street and Harborn Road and will include limited tree and vegetation pruning/removal near the work area. Crews will use hand tools, such as chainsaws and pruners, to remove trees and other vegetation that grows near the existing pipeline.

Maintenance activities will involve closing the curb lanes, southbound on Hurontario Street and eastbound on Harborn Road, to accommodate the equipment and ensure the safety of the maintenance workers. The lanes will be closed for the duration of the work, which is expected to take a week for the phase one work and 2 – 3 weeks for the phase two work. Please note there will be a potential increase in traffic, dust, and noise during these periods, and additional lighting on the work site may be required during these two phases of work. TNPI will have a full-time presence during these maintenance activities (7 a.m. – 7 p.m., Monday through Saturday), either with TNPI personnel and/or a TNPI representative. Both phases of the NPS 10 pipeline maintenance work are anticipated to be completed by late July 2024.

TNPI’s NPS 20 pipeline is expected to be relocated to accommodate the Hazel McCallion LRT project. Design work is ongoing and construction on this pipeline is not expected to begin until 2025. Further communications will be provided for the work associated with the NPS 20 pipeline later this year.

If you have any questions or concerns about this upcoming activity, please contact Lisa Dornan (403-476-1593 or ldornan@tnpi.ca). More information on TNPI can be found at www.tnpi.ca. For details on the overall Hazel McCallion Light Rail Transit project, please contact Metrolinx at peel@metrolinx.com or visit Metrolinx’s website at www.metrolinx.com/hazelmccallionline.
Thank you in advance for your cooperation.

Region of Peel Construction Notice – Project Update – Revised Completion Date

By Announcement, Parks, Planning & Development, Resources

East Trunk Offline Storage Facility
Southcreek Road and Etobicoke Valley Dog Park

Peel Region has been working in your area to install a new sanitary trunk sewer offline storage facility,
and properly retire an existing sanitary trunk sewer, as shown on the attached map.
To respond to climate change and meet the demands of a growing population, we are constructing an
underground facility that will store wastewater during large rain events. (For more information, see
http://peelregion.ca/public-works/environmental-assessments/mississauga/east-trunk-ss-offline-storage-facility.asp for Environmental Assessment.)

Construction schedule

Work is progressing with most of the underground works completed. However, all remaining work and restoration is now scheduled to be completed in Fall 2024. All efforts will be made to open the Dog Park at our earliest opportunity. All work is under warranty for two years from the completion date.

Contractor and working hours

The work is being completed by EBC Inc. and supported by Arcadis (previously known as IBI Group), both under contract to Peel Region. This contractor’s normal working hours are from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with the local municipality’s bylaws. To complete the work on time, there may be times when work will be completed later into the evening or on Saturdays. We understand this may cause some inconvenience, but shorter working days would require your neighbourhood to be under construction for a longer period of time. We will attempt to minimize overnight work whenever possible.

Closure of Etobicoke Valley Dog Park and associated trails

To keep pedestrians and their pets safe, the Etobicoke Valley Dog Park and the trails leading to the dog
park will continue to be closed until all work is completed in Fall 2024. Trail closure signs are posted on
site. Alternate dog park locations can be found by visiting http://mississauga.ca/events-andattractions/ parks/find-a-park/

Once all work is completed and the dog park is reopened, we will notify residents through an advertisement in the local newspaper and by distributing notices to the surrounding area.

Traffic and parking

We will work to manage traffic in the area for the safety of workers, road users and residents.

  • Temporary lane restrictions may be required on Dundas Street East near the active construction area to complete the work safely. As a result, road users may experience delays on Dundas Street East.
  • The south portion of Southcreek Road will remain closed to traffic, as well as the Etobicoke Valley Dog Park’s parking lot. Access to businesses will be maintained.
  • There will be no on-street parking on Southcreek Road during construction.
  • Access for emergency vehicles will be maintained at all times.

Safety during construction

Construction zones require extra caution to keep everyone safe – pedestrians, cyclists, drivers, and construction workers. When driving, walking, or biking through the construction area, please be aware of your surroundings, watch for construction crews and other road users, slow down, account for delays, and consider other routes if possible. To learn more about how to stay safe in construction zones, visit
http://peelregion.ca/construction/workzonesafety

Project funding

The Investing in Canada Infrastructure Program (ICIP) is a cost-shared infrastructure funding program between the Federal and Provincial governments and has committed $8 million of combined funding toward this Peel Region project.

Peel Region to invest additional $130 million to expand capacity at G.E. Booth Water Resource Recovery Facility

By Announcement, Planning & Development, Resources

Increased capacity will accommodate more housing in support of Bill 23

Peel Region council approved an additional investment of $130 million to increase wastewater capacity by 40 million litres per day (MLD), at the G.E. Booth Water Resource Recovery Facility, (WWRF). An additional 40 MLD of flow capacity can support additional housing units of between 28,000 and 47,000, depending on the type of development.

Peel Region staff and their consultant have identified opportunities to make increased capacity available sooner by advancing construction through their current capital contractors, ROMAG Contracting Ltd. and CIMA Canada Inc. This will result in additional capacity being available by 2028 instead of 2039, provide better value for tax dollars and support project growth targets from Bill 23.

Peel staff are working on the new capital works master plan, scheduled for completion in 2025, which includes an assessment of the infrastructure required to meet Bill 23 growth projections. As part of this planning work staff are identifying projects that can be advanced earlier. The investment to increase capacity at G.E. Booth is one such project.

The G.E. Booth (Lakeview) Water Resource Recovery Facility (WRRF) is the Region of Peel’s largest wastewater treatment plant.  The facility originally went into service in 1955 and has undergone multiple expansions and currently has a capacity of 518 MLD. The plant serves the eastern portion of the Region of Peel and part of York Region. The plant is designed to treat municipal wastewater from residential, commercial, and industrial customers.
