Peel Region owns and operates important infrastructure, called “feedermains” which are responsible for carrying water throughout Peel and are considered the backbone of the water system. Proper management of this critical infrastructure is essential to the reliable delivery of water services to residents and businesses.

The existing, older Hanlan Feedermain is one of the largest feedermains in the water system and is comprised of 2100-millimetre and 1800-millimetre concrete cylinder pipes. It spans approximately 13.5 kilometres, from a water treatment plants at East Avenue and Lakeshore Road to a pumping station and reservoir facility at Britannia Road and Tomken Road. Given the feedermains age, between 29 and 45 years, and its significance in the water distribution system, Peel has prioritized it for detailed inspection, assessment and rehabilitation.

Construction
The construction activities for this project may include removing water and inspecting the watermain as well as upgrading valve chambers, installing new chambers and bringing the watermain back in service once the work is complete. Based on the findings of the internal inspection, some sections of the feedermain may need to be rehabilitated, which would be done by open cut construction resulting in local area lane interruptions.

Schedule
Due to the significant project scope, it will take three years to complete – from Spring 2024 to Spring 2027. More detailed notices will be issued prior to the start of construction.

NOTICE OF EA ADDENDUM COMMENCEMENT – Schedule C Class Environmental Assessment Queensway East Trunk Sewer Project – Addition of Watermain Upgrades

Background:
Peel Region has initiated a Schedule C Municipal Class Environmental Assessment (MCEA) Addendum study for proposed watermain upgrades from Stillmeadow Road to Dixie Road in the City of Mississauga (see map).

In 2022, the Region completed a Schedule C Municipal Class EA for the Wastewater Capacity Improvements in Central Mississauga which included the Queensway East Trunk Sewer (QET). Since the completion of the EA, the Region has identified the need to increase the resiliency and capacity of the water pressure system in the area (Zone 2) by upgrading the watermain within the QET study area along the Queensway (from Stillmeadow Road to Dixie Road). The improvements will service future growth and ensure continued alignment with the Region’s long-term plan for providing water service. The MCEA Addendum Study will develop and evaluate potential locations for infrastructure, considering technical constraints, the existing environment as well as stakeholder input.

Process:
This notice signals the commencement of the MCEA Addendum Study, which will define the problem, identify and evaluate alternatives, and determine a preferred solution in consultation with the City of Mississauga, regulatory agencies, the public, Indigenous Communities and stakeholders. The MCEA Addendum Study is being conducted in compliance with Schedule C of the Municipal Class Environmental Assessment (October 2000, amended 2007, 2011, 2015) which was the approved process followed for the 2022 EA.

Your Input is Important:
Public and agency consultation is a key element of the MCEA Addendum Study process and input will be sought throughout this study. Details regarding a future Public Information Centre (PIC) will be advertised as the MCEA Addendum Study progresses. Upon completion of the MCEA Addendum Study, an EA Addendum Report will be prepared and placed on the public record for a minimum 30-day review period. The report will detail the planning and consultation process and the preferred alternative. Comments received through the course of the Study will be considered and documented in the EA Addendum report. The Region of Peel Public Works department regularly maintains and repairs the water system to make sure you have a consistent supply of quality drinking water. Sometimes we must turn off your water supply while we do this work.

Your water will be turned off on Tuesday, April 30th, from approximately 8:30 am to 5:00 pm. If we need to reschedule this work due to weather or other circumstances, we will let you know the new date and time.

If this interruption may affect an alarm or maintenance company, it is your responsibility to notify them.  During the time that the water supply is interrupted, the building’s sprinkler protection system will not function.  A fire watch should be performed as necessary during time period.

After the water interruption:

When we turn the water back on, air in the pipes may make the water cloudy and your plumbing may vibrate or make noise.  We recommend removing the air by slowly turning on your taps from the lowest to the highest faucet in the building (that is, starting in the basement/first floor and finishing on the top floor). Flush the toilets as well. You will likely need to run the water for 10 to 30 seconds.  Run the water until it is clear, and any vibration or noise has stopped.

Important note:  After the water is turned back on, we recommend checking your water meter (usually located in the basement).  If it is leaking, call Water Meter Installations Dispatch at:

What work is taking place?

Crews will be welding tracks and doing concrete work for guideway installations within the intersection of Hurontario Street and The Queensway. Work will begin on the north half of the intersection first. When completed, crews will shift staging over to the south half of the intersection. During this process, east-west traffic will be reduced to single lanes in each direction. Left turns will also not be permitted in the intersection. Detours routes are available via Dundas Street, Confederation Parkway, King Street and Camilla Road. Work is scheduled to begin on Thursday May 14, 2024 at 10 p.m., until Tuesday August 6, 2024 at 10 p.m.

Construction work at this intersection is scheduled to take place from 7 a.m. – 10 p.m., seven days per week, until completion. Overnight work is required on the first day so crews can safely set up the staging for area. Access for emergency vehicles will be maintained. Traffic signal timings will be adjusted to keep people moving. Pedestrian crossings will be maintained at a signalized crosswalk. Please follow the signs installed to assist with navigating around the closure.

MiWay Route 4 and 103 will be detoured because of these works. Visit www.miway.ca/updates for updates on your bus route. In accordance with City of Mississauga Noise By-Law Exemption requirements, this notice is meant to advise that residents near the work site can expect to hear noise and vibration caused by trucks, excavators, loaders, tri-axles, backhoes, and other construction equipment related to this work.

New City webpage for building additional units

As part of our Housing Action Plan, the City has updated its zoning rules to make it possible for homeowners to build more homes on their property. This means, it’s easier for residents with a detached, semi-detached or town house, to build:

  • ​Up to two additional residential units – such as garden suites, garage conversions, apartments, etc. – in addition to their primary home; or
  • A new purpose-built fourplex (or fourplex conversion)

While not all properties are suitable, our research shows that a detached ARU is permitted on more than 130,000 residential lots in Mississauga. And many other homes could be converted to accommodate a second or third unit.
