Lakeview West Neighbhourhood Rezoning Issues October 14, 2020 6:30 p.m.

Dear Neighours,

In light of changes that are occurring to housing in your neighbourhood, the City of Mississauga is reviewing the zoning regulations that would apply to your property.  The implications of potential changes that could affect your property include, but are not limited to:

  1. Permissions for type of housing (e.g. detached dwelling, semi-detached dwelling, townhouse dwelling, etc.)
  2. Minimum lot size and frontage
  3. Required setbacks for buildings and structures
  4. Maximum height of dwelling

The purpose of the community meeting will be for staff to present potential options for revised zoning regulations for your property. You are welcome to provide feedback on these potential changes, and ask any questions of staff.

Dixie Road underpass Pedestrians access Update

I am pleased to provide you with an update on this complex project, as it will involve a phased approach, including the relocation of utility infrastructure.

  1. Enbridge has completed the relocation of their gas main and the trench has been patched.  Cleaning/sweeping of the road and pavement markings were performed over the weekend.  Although the pavement may not be aesthetically pleasing, this is temporary until such time that the Region completes its construction.

 

  1. The next step will be for the Region to tender the bridge underpass rehabilitation project by the end of this year.  The works will be phased, with Phase 1 being the construction on the east side of the underpass commencing Spring 2021.  While the east side (including east sidewalk) will be under construction, it will be closed and pedestrians will be directed to use the west sidewalk.  There will be 2 lanes (1 northbound, 1 southbound) on the road open to both vehicular and bicycle traffic.  We anticipate Phase 1 to be completed by the end of Summer 2021.

 

  1. Following the Region’s work on the east side, Alectra will begin to relocate their hydro line from aerial to underground (under the bridge on the west side of road).  This work is driven by Metrolinx’s electrification requirements.  We anticipate that Alectra will complete their work in Fall 2021.
  2. Once Alectra’s work is complete, the Region will commence with Phase 2, being the construction on the west side of the underpass commencing Fall 2021 and continuing through to Summer 2022. While the west side (including west sidewalk) will be under construction, it will be closed and pedestrians will be directed to use the east sidewalk.  There will be 2 lanes (1 northbound, 1 southbound) on the road open to both vehicular and bicycle traffic.  We anticipate Phase 2 to be completed in Summer 2022. Phase 2 will take additional time, since there will be a construction shut-down period over the winter months.

Please note that the above will be filming interior scenes for the TV series “9 Films About Techology” at 22 Hiawatha Pky (Ward 1) on October 1 and 2, 7:00am – 11:00pm each day.

 

A permit has been granted to allow parking on the following:

  • One side of Wanita Rd from Cumberland Dr to Wenonah Dr

 

Affected residents have been informed of these activities via notification letter. In accordance with the filming policy, signatures from more than 80% of the affected residents have been obtained in order to allow:

  • Afterhours vehicle movement
  • Overnight parking

 

Production has also been permitted to park production support vehicles at Port Credit Arena (40 Stavebank Rd, Ward 1) from September 30, 9:00pm to October 4, 8:00am and to have access to Hiawatha Park (76 Cumberland Dr, Ward 1) for holding and lunch on October 1 and 2 from 7:00am – 9:00pm each day.

 

 

Amendments to Ontario Building Code Requested – Building Inspector Entry Provisions, Dedication of Landing Lookout of Port Credit Lighthouse and Affordable Housing Considerations

Today at Council the following items were reviewed and approved: Requests for amendments to the Ontario Building Code for building inspector entry provisions, affordable housing at 600 Eglinton Ave. E. and Port Credit Lighthouse dedication.

“It is up to us to stop the spread of COVID-19. We need to stay apart, lather up, mask up and avoid large gatherings. Keep it small – 25 outside and 10 inside, but remember these limits cannot be combined,” said Mayor Bonnie Crombie. “It’s important to remember that COVID-19 doesn’t discriminate. If you are not taking steps to reduce your risk, no matter the setting you are in, you are putting yourself and others at risk. As we work to reduce the severity of a second wave, it is time to consider shrinking your bubbles to the most essential people; whether that is the people you live with or work with, we need everyone to keep it as small as humanly possible.”

Amendments to the Ontario Building Code Requested – Building Inspector Entry Provisions
Council is requesting Minister Steve Clark, Ministry of Municipal Affairs and Housing, that section 16 of the Ontario Building Code Act be amended. This would allow inspectors to enter into dwellings to ensure compliance with the Act where there are grounds to believe that construction is taking place without a permit. A copy of the Council resolution will also be provided to the Association of Municipalities of Ontario. The motion was raised by Ward 2 Councillor Karen Ras.

Port Credit Lighthouse Landing Lookout Dedication
The landing lookout (podium) of the Port Credit Lighthouse is to be named The Queen Bea’s Lookout in honour of Beatrice Moreira-Laidlow for her service to the Port Credit Business Improvement Association. The motion was raised by Ward 1 Councillor Stephen Dasko.

Considerations Requested for Affordable Housing
Council is requesting the Government of Ontario, when selling the lands at 600 Eglinton Ave. E., to actively seek a developer/proponent to provide affordable housing to meet the needs of lower income residents and-long term care; and that the lands be sold at a lower than market only if affordable housing is provided. The motion was raised by Mayor Crombie.

Government of Ontario Recent Changes
In an effort to help prevent the spread of COVID-19, the Government of Ontario announced additional restrictions for businesses on September 25 and changes to the visitor policy for long-term care homes in hot spot areas on September 29, effective October 5.

The changes do not directly impact City of Mississauga facilities or programs.

The changes include:

Rules for Areas in Stage 3:

  • closure of strip clubs
  • licensed establishments such as bars and restaurants must stop serving alcohol at 11p.m. and close by midnight
  • alcohol cannot be consumed in licensed establishments between midnight and 9 a.m.
  • clarification that the social gathering limits (10 indoor and 25 outdoor) applies to residential buildings, houses, condos, apartments and student residences. The gathering limits are aimed primarily at private, unmonitored gatherings that are not subject to controls and regulations that businesses, schools and other organizations are subject to

Visitor policy for long-term care homes in hot spot areas:

  • Access will be restricted to staff, essential visitors and essential caregivers
  • Residents or their substitute decision-makers are being encouraged to identify up to two individuals to be their essential caregivers
  • Essential caregivers must continue to follow all public health measures, including having a negative COVID-19 test within two weeks of a visit, passing active screening at the home, wearing a mask and additional PPE as directed and practising frequent handwashing.

Dear Customer:
The Region of Peel Public Works department regularly maintains and repairs the water system to make sure you have a reliable supply of quality drinking water. Sometimes we must turn off your water supply while we do the work. There may be some water pressure losses and brief water interruptions (15 minutes) on Saturday, October 3 between 12:00 a.m. to 2:30 a.m. while we work in your area.
If this interruption may affect an alarm or maintenance company, it is your responsibility to notify them.
After our test shutdown is complete, air in the pipes may make the water cloudy and your plumbing may vibrate or make noise. If this happens, you can remove the air by briefly turning on your taps from the lowest to the highest faucet in the building (that is, starting in the basement/first floor, and finishing on the top floor). Flush the toilets as well.
You should only have to run the water for 10 to 30 seconds, but keep running it until the water is clear and any vibration or noise has stopped.

First-Ever Online Mississauga Comic Expo Touches Down October 9

It’s back in a new virtual format! The annual Mississauga Comic Expo (MCX) returns this October. Event activities take place on October 9, 16, 23 and 24 as part of Ontario Public Library Week. Admission is free with registration.

MCX features local Mississauga and Greater Toronto Area (GTA) graphic artists, novelists, creators, designers and developers. Hosted by Mississauga Library, this family-friendly, all-ages event celebrates the diverse culture of comics, gaming, anime, cosplay and art.

This year’s online event highlights comic artists and authors, along with guest speakers from publisher Manga Classics and a panel from the Honours Bachelor of Game Design Program at Sheridan College.

Other guest speakers include authors Christina ‘Steenz’ Stewart, Jillian Tamaki, Johnnie Christmas and Sam Maggs. There will also be sketch challenges featuring Jamal Campbell, Sanya Anwar, Marcus To, Paris Alleyne, Anoosha Syed and Megan Huang.

Dear Customer:

Help Shape our City! Planning for a Vibrant and Connected “Uptown Node”

The City’s Uptown Node is growing rapidly. Located around Eglinton Avenue and Hurontario Street, the Uptown Node has several buildings under construction with new mixed-use developments on the horizon. The Uptown Node will also be served by a stop on the future Hurontario Light Rail Transit (LRT). To help guide this growth, the City of Mississauga is preparing an Official Plan Amendment (OPA) for the Uptown Node. We want to hear your feedback on the draft policies we’ve developed to address:

  • Retention of office and retail space
  • Affordable housing as part of new developments
  • New street locations
  • Block sizes
  • Future park locations

There are many ways to share your feedback on the draft Uptown Node policies:

  1. Attend the Virtual Community Meeting: On Monday, October 5, at 12:30 p.m., our planning team will walk through a live presentation and moderated Question-and-Answer session. Register here to attend.

  1. Attend the Statutory Public Meeting: On Monday, October 19 at 6 p.m., the draft OPA will be presented to the City’s Planning and Development Committee. The report will be available one week prior to the meeting. Due to the COVID-19 pandemic, the public are encouraged to participate online. Mississauga Seeks Public Feedback on Climate Change Through Online Survey

The information gathered will help the City communicate about climate change programs and initiatives and how the community can help reduce their carbon footprint and emissions.

Background:

On December 11, 2019, Council approved the City of Mississauga’s Climate Change Action Plan. The plan focuses on both mitigation and adaptation and sets out actions for the City and the community to take over the next 10 years. The plan contains ambitious yet practical steps to address climate change.

There are two main goals, to reduce greenhouse gas emissions by 80 per cent by 2050 and increase resilience to withstand and respond to weather events.

Re: OZ 20/002 – 2207 Dixie Road

The City of Mississauga has received an application from 272694 Ontario Ltd. (c/o Fountain Hill Construction and Consulting) to amend the official plan and rezone the property to permit four (4) townhomes which are four (4) storeys in height for the above-mentioned location. The applicant is proposing to amend the official plan designation from Residential Low Density I to Residential Medium Density.

The applicant is also proposing to change the zoning on the site from R3-75 (Detached Dwellings – Exception) to RM4-Exception (Townhouses – Exception) to implement this development proposal. The townhomes will be standard condominiums, where the driveway, parking and landscaped open space are all commonly owned by the four units.  Driveway access to the units will be provided from Venta Avenue.
